Incident Summary – February 18, 2022 – I‑95 NB @ MM 45 – 7:00 AM

Subject: Failure of Assigned Troopers to Assist Crash Victim / Improper Conduct Toward Wrecker Operator

On February 18, 2022, at approximately 7:00 AM, a crash occurred on I‑95 northbound at mile marker 45. A wrecker operator responded to remove the disabled vehicle. During the incident, the assigned Area 7 Virginia State Police trooper refused to transport a crash victim to a safe and convenient location, despite having an assigned passenger‑service‑equipped patrol vehicle.

This refusal is part of an ongoing pattern within Area 7, where troopers and even supervising sergeants routinely decline to assist stranded motorists, crash victims, or disabled‑vehicle occupants by transporting them off the interstate to safety. Some troopers have gone so far as to request that towing companies equip their trucks with child seats, despite the fact that towing companies are recognized solely as vehicle‑property removers, not public‑transportation providers.

Trooper Conduct During the Incident

•  The trooper became argumentative and uncooperative, turning what should have been a simple five‑minute safety transport into an hour‑long confrontation.

•  The trooper detained the wrecker operator after the operator requested assistance transporting the victim.

•  When the wrecker operator dialed 911 seeking help for the stranded motorist, the trooper requested that the operator be arrested for calling 911 emergency services.

•  Ultimately, three VSP troopers on scene declined to assist with transporting the victim.

Oath of Office Not Upheld

The actions taken during this incident contradict the Virginia State Trooper’s oath:

The refusal to transport a crash victim — combined with the detainment of the wrecker operator who attempted to secure help — represents a failure to uphold this commitment.

Resolution Provided by Prince George Police Department

A Prince George Police Department officer responded after the 911 call and professionally transported the victim to a safe location. This officer demonstrated the level of service and public safety commitment expected in such situations.

Apparatus as a wrecker or a rollback that are built for vehicle removal services are not intended for public transportation, nor does a wrecker have the communication equipment that a trooper is equipped with when needed.
